You need four documents to register a car in Massachusetts: proof of insurance that meets state minimum liability requirements, the vehicle title or manufacturer's statement of origin, a completed RMV-1 application form, and payment for registration and title fees. The Insurance Document the RMV Actually Accepts

The RMV accepts an insurance identification card issued by your carrier showing the policy number, effective dates, the vehicle VIN, and coverage that meets or exceeds state minimums. The card can be physical or digital — Massachusetts law allows electronic proof — but it must display all required fields. A screenshot of your carrier's app showing partial information is not sufficient.

Massachusetts does not use SR-22 or any equivalent certificate filing. The state's compulsory insurance system requires liability coverage for every registered vehicle, so there is no post-violation certificate process. If your license was suspended for insurance cancellation, the RMV requires proof of a new active policy to reinstate, not a filing form.

If you are registering a newly purchased vehicle, your existing policy typically extends coverage to the new car for a grace period — often 7 to 14 days depending on your carrier — but you must notify your insurer and add the vehicle to your policy before the RMV will register it. Bring the updated insurance card showing the new VIN. The grace period covers you on the road; it does not satisfy the RMV's registration requirement.

Households registering multiple vehicles on the same trip need a separate insurance card for each VIN. A single card listing multiple vehicles works only if your carrier formats it that way. Most carriers issue one card per vehicle. Verify before you go.

Title and Application Requirements

Beyond insurance, the RMV requires ownership proof and a completed state application. Missing or incorrect title paperwork is the second most common registration rejection.

For a used vehicle purchased from a dealer or private party, bring the signed title showing you as the buyer. The seller must sign the title transfer section, and you must sign as the purchaser. If the title lists a lienholder and the loan is paid off, you need a lien release letter from that lender on letterhead. Massachusetts will not register a vehicle with an unreleased lien unless the new loan is documented. For a brand-new vehicle, the dealer provides a manufacturer's statement of origin instead of a title. The MSO serves as the ownership document until the RMV issues the first title in your name.

The RMV-1 form is the state's registration application. You can complete it online before your appointment or pick up a paper copy at the Registry. The form asks for your name, address, vehicle information, and insurance details. Bring a printed copy if you fill it out online. If you are registering a vehicle for the first time in Massachusetts and it was previously registered out of state, you also need the out-of-state title and proof that any sales tax or use tax owed to Massachusetts has been paid. The RMV calculates use tax at the Registry if you have not already paid it.

Registration and Title Fees

Massachusetts charges a registration fee based on the vehicle's weight and a separate title fee. Heavier vehicles and commercial registrations cost more.

Payment is due at the time of registration. The RMV accepts cash, check, money order, and credit or debit cards. Some Registry branches do not accept credit cards for all transaction types — verify your branch's payment options before you go. If you are registering multiple vehicles in one visit, calculate the total fees in advance. A household registering three cars at once will pay registration, title, and any plate fees for all three vehicles at the counter.

Sales tax or use tax is collected separately if you purchased the vehicle from a private party or out of state. If you bought from a Massachusetts dealer, the dealer collected sales tax at the point of sale, and you bring the bill of sale showing tax paid. If you bought from a private party, the RMV collects use tax when you register unless you qualify for an exemption.

What Happens If a Document Is Missing

There is no partial registration. All required documents must be present and correct in a single transaction.

If you discover a missing document after you arrive, you can leave the RMV, obtain the document, and return the same day if the branch is still open. Most Registry branches operate on an appointment system — walk-ins are accepted at some locations but wait times are longer. If you leave and return, you may lose your appointment slot and wait again. Verify every document before you leave home.
