The 30-Day Registration Window
Massachusetts law requires new residents to register their out-of-state vehicle within 30 days of establishing residency. The clock starts the day you move, not the day your old registration expires. Miss that window and you're driving unregistered, which carries fines and potential license suspension if you're stopped.
The registration deadline is straightforward. The insurance requirement is not. You cannot register an out-of-state vehicle in Massachusetts without proof of Massachusetts insurance that meets state minimums: $25,000 per person and $50,000 per accident for bodily injury, $30,000 for property damage, plus mandatory personal injury protection and uninsured motorist coverage. Your old state's policy does not satisfy this requirement, even if it's still active.

Insurance Must Come Before Registration
The RMV will not process your registration without a Massachusetts insurance policy in place. This creates a sequencing problem: you need Massachusetts insurance to register, but many carriers require a Massachusetts address and registration to write the policy. The workaround is to secure insurance first using your new Massachusetts address, then bring proof of that policy to the RMV.
Your out-of-state carrier may allow you to convert your existing policy to a Massachusetts policy if they write coverage here. Call them first. If they do not operate in Massachusetts, you need a new carrier. Shop for Massachusetts policies before your 30-day window closes. Carriers writing in Massachusetts include Geico, Progressive, State Farm, Allstate, Liberty Mutual, and others.
When you switch carriers, your old policy will cancel. Confirm the cancellation date aligns with your new Massachusetts policy's effective date to avoid a coverage gap. A lapse can trigger a registration suspension even if you're in the middle of transferring states.
The RMV requires proof of Massachusetts insurance before registration. Your out-of-state policy does not qualify, even if it's active and meets your old state's minimums.
What You Need to Register

Bring your out-of-state title (or a lien release letter if the vehicle is financed), proof of Massachusetts insurance meeting state minimums, a completed RMV-1 registration form, and payment for registration and title fees. If your vehicle is financed, the lienholder must appear on the Massachusetts title. The RMV will not register a vehicle with an out-of-state lien unless the lender provides a Massachusetts title application.
You must also pass a Massachusetts vehicle safety and emissions inspection within seven days of registration. The inspection sticker goes on your windshield, and the RMV checks for it during registration. Schedule the inspection immediately after securing insurance. If the vehicle fails, you have time to make repairs before the registration deadline.
How the 30-Day Clock Works
Residency begins the day you move to Massachusetts with the intent to stay. Signing a lease, starting a job, or enrolling children in school all establish residency. The RMV does not care whether you've updated your driver's license yet. The 30-day registration clock runs independently.
If you're stopped during the 30-day window with valid out-of-state registration and insurance, most officers will not cite you. After 30 days, you're driving an unregistered vehicle.
The RMV does not send reminders. Track the deadline yourself. If you know you cannot meet it because of title delays or inspection failures, visit the RMV before the 30 days expire and explain the situation. They may issue a temporary registration extension, but only if you ask before the deadline passes.

Transferring Your Driver's License
Massachusetts requires new residents to transfer their out-of-state driver's license within 30 days of establishing residency. This deadline runs parallel to the vehicle registration deadline. You can complete both at the RMV in one visit if you bring all required documents.
To transfer your license, bring your current out-of-state license, proof of Massachusetts residency (lease, utility bill, or bank statement), and your Social Security card or proof of lawful presence. The RMV will issue a Massachusetts license and surrender your old one to your former state. If your out-of-state license is a REAL ID, your Massachusetts license will also be REAL ID compliant.
